12-4404.   Arraignment.Arraignment shall be conducted in open court by stating to the accusedperson the substance of the charge and calling upon the accused to pleadthereto. Arraignment for purposes of accepting plea of not guilty may beaccomplished by telephone, mail or appearance by counsel.
