12-4808.   Review of existing facilities by governing body prior toexpenditure for new facility.For the purpose of avoiding any duplication of services or competitionbetween services, before any expenditure may be made under the provisionsof this act on any new facility, all organizations within such taxingsubdivision which are already providing such services as would make themeligible to receive funds under the provisions of this act, and allprograms or services provided byyouth services of the department of social and rehabilitation services, must bereviewed by the governing body and found to be insufficient to meet thechild care needs of such taxing subdivision.
