12-516.   Payment of costs; when change valid.The person or persons so petitioning for such change or changes shallpay all costs incident thereto, and no such change or changes shall be ofany validity until the certificate and plat referred to in K.S.A. 12-515shall have been filed in the office of the register of deeds of the propercounty.
