12-536.   Effect of act on certain annexations.The provisions of this act shall be applicable to anyannexation made without the written consent of or petition by the landownersand which is not completed before the effective date of this act. For thepurpose of this section "completed" means the date of the publication ofthe annexation ordinance as provided by K.S.A. 12-523, and amendments thereto.
