12-5233.   Powers of cities and counties; federally assisted housing.The powers conferred by this act are in addition and supplemental to, andthe limitations imposed by this act shall not affect, the powers conferredupon municipalities under the provisions of the constitutionor laws of the state of Kansas. Home mortgage loans may be acquired, purchasedand financed, and bonds may be issued under this act for such purposes,notwithstanding that any other law may provide for the acquisition, purchaseand financing of like home mortgage loans, orthe issuance of bonds for like purposes, and such home mortgage loans maybe made upon such terms and conditions and contain such provisions as thegoverning body of the city or county determines consistent with the provisionsof this act notwithstanding and without regard to the requirements, restrictions,limitations or other provisions contained in any law or any other resolution.Nothing in this act shall be deemed or construed to prohibit the exerciseof the powers conferred upon municipalities in connection with the financingof federally assisted housing for persons of low and moderate income.
