12-5243.   Same; purpose of act.It is hereby declared to be the purpose of this act toencourage the development and renovation of housing in the rural cities andcounties of Kansas by authorizing cities and counties to assist directly in thefinancing of public improvements that will support such housing in rural areasof Kansas which experience a shortage of housing.
