12-5603.   Authority created; purpose.There is hereby created the Topeka/Shawnee county riverfrontauthority. The purpose of the authority is to promote the general welfareandencourageprivate capital investment by fostering the creation of recreational, retail,entertainment, economic development and housing within the riverfront.
