12-5703.   Authority created; purpose.There is hereby created the Fort Scott/Bourbon countyriverfront authority. The purpose of the authority is to promote the generalwelfare and encourage private capital investment by fostering the creationof recreational, retail, entertainment, economic development and housingwithin the riverfront.
