12-5803.   Same; authority created; purpose.There is hereby created theDeSoto/Johnson county riverfront authority. The purpose of the authority is topromote the generalwelfare and encourage private capital investment by fostering the creation ofrecreational, retail,entertainment, economic development and housing within the riverfront.
