12-5805.   Same; planning and design of riverfront;general powers.For the first three years of its existence, the authority shall engage inplanning anddesign of the riverfront. At all timesthe authority shall have power toacquire, construct, own,operate and maintain forpublic service a riverfront system in the metropolitanarea and all thepowers necessaryor convenient to accomplish the purposes of this act,including, without limitingthe generality of theforegoing, the specific powers enumerated herein.
