Article 6a.--GENERAL IMPROVEMENT AND ASSESSMENT LAW

      12-6a05.   Same; preparation of preliminary plans; reports; plans andspecifications; estimates; bids.Before the adoption of a resolution ordering a hearing on theadvisability of any improvement, as provided in K.S.A. 12-6a04, thegoverning body may secure a feasibility report to assist in thedetermination of whether an improvement should be made as proposed orotherwise, or in combination with other improvements authorized by thisact, together with a preliminary estimate of the cost of the improvement orcombination of improvements. The report may be prepared by qualifiedofficers of the city or by consultants. The governing body may also takesuch other preliminary steps prior to the hearing or before ordering anyimprovement or letting any contract, including among other things, thepreparation of plans and specifications, estimates of costs of theimprovement and the advertisement for bids thereon, as will in its judgmentbe of assistance in determining the feasibility and desirability of theimprovement.
