12-605.   Grading districts; block assessments.In all cases where grading is to be done, the entire distance to begraded shall constitute the grading district, but for all paving, repaving,macadamizing, remacadamizing, curbing, recurbing, guttering and regutteringof streets, avenues and alleys, the special assessments shall be made forthe full cost thereof on each block separately.
