12-610.   Application and scope of preceding sections.The preceding sections relating to grading, regrading, paving, repaving,curbing, recurbing, guttering, reguttering, macadamizing or remacadamizing,or otherwise improving any street, avenue, or alley shall govern in themaking of all such improvements in all cities, except where differentprovisions are specifically provided by law, in which case the specificprovisions shall control only so far as they conflict with the precedingsections.
