12-620.   Same; sewers in highways or across vacant lots.The governing body of any such city shall have power to construct sewersor drains through, under, across or along any street, alley or publichighway, and may construct such sewers or drains across any vacant lot uponleaving the same in as good condition as such lot was in before theconstruction of such sewers or drains.
