12-631j.   Same; rules and regulations.The governing body of a city shall have the power by ordinance, and thegoverning body of a township sewer district shall have power by resolution,to adopt rules and regulations providing for the management and operationof its sewage system, prohibiting the discharge of matter of deleterious tothe proper operation of the treatment plant into the sewage system,requiring pretreatment of sewage in unusual cases to prevent overloadingthe treatment plant, fixing the service charges and methods of collectionand providing for the disposition of the revenue therefrom.
