12-631s.   Same; determination of necessity.For the purpose of constructing improvementsauthorized by K.S.A. 12-631r, and amendments thereto, the governingbody of the city and the board of county commissioners of the countyconstructing such improvementsshall be the sole judge of the necessityfor such improvements and the issuance of general obligation bonds inpayment therefor.
