12-672.   Docks, wharves, and river terminals.Any city in the state of Kansas shall have and is hereby vested withfull power and authority to acquire, by gift, purchase or condemnation,sites, and to own, construct, maintain, operate or lease out docks, wharvesand river terminals; to provide suitable buildings and equipment for theaccommodation of passengers and for the handling, storage, transportationand delivery of freight, express and mail; to make suitable charges for itsservices; to provide adequate police protection, and from time to time, byordinance, to establish such rules and regulations and to employ suchagency or agencies as may be needful and proper to carry out the powershereby granted.
