Article 7.--PLANNING AND ZONING

      12-745.   Same; planning commission;meetings; officers; powers.The members of the planning commission shall meet at such time and place as maybe fixed in the commission's bylaws. The commission shall elect one memberas chairperson and one member as vice-chairperson who shall serve one year anduntil their successors have been elected. A secretary also shall be electedwho may or may not be a member of the commission. Special meetings may becalled at any time by the chairperson or in the chairperson's absence by thevice-chairperson. The commission shall adopt bylaws for the transaction ofbusiness and hearing procedures. The bylaws may provide for and establishconditions and procedures under which subcommittees ofthe commission which are authorized to approve plats and make recommendationsto the governing body on amendments to the zoning regulations affectingspecific properties. Unless otherwiseprovided by thisact or by ordinance of the governing body of a city or by a resolution of thegoverning body of a county, noaction by the planning commission shall be taken except by a majority vote ofthe members present and voting. A record of allproceedings of the planning commissionshall be kept. The commission may employ such persons deemed necessary and maycontract for such services as the commission requires. The commission, fromtime to time, may establish subcommittees, advisory committees or technicalcommittees to advise or assist in the activities of the commission.
