12-760.   Same; appeals to district court.(a) Within 30 days of the final decision of the city or county, any personaggrieved thereby may maintain an action in the district court of the county todetermine the reasonableness of such final decision.

      (b)   The provisions of this section shall become effective on and afterJanuary 1, 1992.
