12-808.   Power of city to sell service generally.Subject to the provisions of K.S.A. 66-104 and 66-131, and amendmentsthereto, any city operating waterworks, fuel, power, or lighting plant maysell and dispose of water, fuel, power or light to any person within orwithout said city.
