12-823.   Public or municipally owned utilities; penalties.Any public or municipally owned utility violating any of the provisionsof this act shall be subject to a penalty of not less than five dollars($5) nor exceeding twenty-five dollars ($25) to be recovered in anycourt of competent jurisdiction, which penalty shall be paid to thestate treasurer pursuant to K.S.A. 20-2801, and anyamendments thereto.
