12-825g. Use of community and utility promotion fund; transfers andexpenditures subject to election.The governing body of any city of the second class which has transferredsurpluses to the community and utility promotion fund, as authorized bysubsection (b) of K.S.A. 12-825d, may expend the moneys in said fund forthe purpose of promotion of or cooperating in the promotion of industrialdevelopment within or without the corporate limits of such city, and alsofor the purpose of promoting the use of water, fuel, power or lightfurnished from the waterworks, fuel, power or lighting plant of such cityand also for the purpose of advertising and promotion of the sale ofelectricity and water. No such transfers or expendituresshall be made until the question of transferring and expending same forsuch purposes shall have been submitted to a vote of the people at aregular city or general election in such city and shall have received amajority of all the votes cast at such election.
