12-828.   Same; recommendations.It shall be the duty of said board of commissioners to recommend to thegoverning body a schedule of rates and such renewal or extension of anyplant, from time to time, as in the judgment of said board will bereasonable, proper, and just; also such employees as may be necessary toproperly operate said plant or plants.
