12-838.   Same; ordinance.Before any improvement is made as provided for in K.S.A.12-836 and amendments thereto,the governing body of the city shall pass an ordinance authorizing themaking of such improvement and directing the issuance of bonds to pay thecost of the improvement. The ordinance shall specify thenature and extent of theimprovement to be made and shall recite that such improvement is made inaccordance with plans and specifications approved by the secretary of healthand environment and on file in the office of the city clerk forinspection. Such ordinance shall take effect and be in force onand after its final passage, approval and publication in the official paper ofthe city.
