12-845.   Same; eminent domain.Whenever the governing body of any such city shall find or deem itnecessary for the proper construction, operation or management of any wateror sewer systems to construct pipe, power, light or telephone lines andways of access thereto between the city and the location of any such publicutilities or any part thereof within five miles of the city limits suchcities shall have and are hereby granted the right of eminent domain.
