12-860. Same; rates and charges; use of revenue;collection; liens.The governing body of the city shall establish rates andchargesfor water and for the use of the sewage disposal system. Theamount of such rates and charges shall bereasonable and sufficient to pay the cost of operation, repairs,maintenance, extension and enlargement of the water and sewage system andimprovements thereof and new construction and the payment of any bonds andthe interest thereon as may be issued for such water and sewage system.No revenue shall be used for the payment ofbonds payableprimarily by assessments against property in sewer districts. Suchrevenue may be used to pay revenue bondsor generalobligation bonds payable by the city at large issued eitherforthe waterworks system or sewage disposal system beforethe systems were combined orfor the water and sewage system after they have been combined. The city isauthorized to discontinue water service for any failure to pay the rates orcharges fixed for either water service or the use of the sewage disposalsystem or both when due.
