12-896.   Receipt and expenditures;application of budget andcash-basis laws; auditing procedures.Any municipal energy agency created under the provisions of this act shallhave the power to receive and expend for any lawful purpose of the agencyany grants, bequests, contributions and aid of any kind from any privateor public source. Any such agency shall not be subject to the budget andcash-basislaw of the state of Kansas. The board of directorsof any such agency shall adopt a budget in the manner set forth in theagency agreement or the bylaws of the agency andshall provide forregular auditing procedures as prescribed by the directorof accounts and reports pursuant to the provisions of K.S.A. 75-1121 etseq. and amendments thereto.
