13-1008e.   Same; petition; resolution.Whenever a petition signed by persons owning not less than fifty percent(50%) of the real estate abutting the proposed sidewalk constructionpraying for the construction of a sidewalk or sidewalks in the areaproposed, is filed with the city clerk, the governing body may, in itsdiscretion, by resolution, order such sidewalk or sidewalks constructed.
