Article 10.--PUBLIC IMPROVEMENTS

      13-1018f.   Cities of 95,000; system of sewage-disposal works; cost;bonds.The governing body of any city of the first class having a population of95,000 or more in this state shall have the power to provide for one ormore systems of disposal works, or additions to systems already built, forthe purification of the sewage of the city or any part thereof or draininginto the sewage system of the city, and to build, operate and maintain suchdisposal works as the governing body may designate.

      The cost and expense of building the same shall be borne by the city asa whole, and may be paid out of the general revenue fund; or if thegoverning body so determine, improvement bonds of the city may be issuedtherefor and the proceeds from the sale of such bonds to be used in payingfor the same, including engineering expense prior to construction, forwhich bonds may be issued if the governing body so determine, ashereinafter provided. Sewage-disposal works as used herein includessewage-disposal plant, necessary sewers and drains from existing outlets tothe plant and from the plant to a creek, ravine or river where sewage maybe drained, necessary pumping plants, force mains, and all appurtenancesnecessary to construct a complete disposal works for the disposal ofsewage.
