13-1024a. General improvements and land therefor; borrowing money andbond issues; when election required.For the purpose of paying for any bridge, viaduct, public building,including the land necessary therefor, for lands for public parks anddeveloping the same, within or without the city, for the establishment andconstruction of crematories, desiccating or reduction works, including theland necessary therefor, within or without the city, or for theimprovement, repair or extension of any waterworks, sewage disposal plant,electric light plant, crematory, desiccating or reduction works or otherpublic utility plant owned by the city, and for the purpose of rebuilding,adding to or extending to the same from time to time, as the necessities ofthe city may require, the city may borrow money and issue its bonds for thesame: Provided, That no bonds shall be issued for such purposes unlessthe same were authorized by a majority of the votes cast at an electionheld for that purpose: Provided further, That any city of the firstclass may issue the bonds of such city for the purpose of paying for any ofthe improvements mentioned in this section and the land necessary thereforwithout such bonds having been authorized by a vote of the people, but thetotal amount of bonds issued for such purposes shall not exceed the sum ofone hundred thousand dollars ($100,000) in any one year: Providedfurther, That any city of the first class having a population of morethan twenty-five thousand (25,000) and less than thirty thousand (30,000)may in the year 1968, issue bonds of such city in an amount not exceedingthe sum of one hundred seventy-five thousand dollars ($175,000) for thepurpose of paying for any of the improvements mentioned in this section andthe land necessary therefor without such bonds having been authorized by avote of the people.
