Article 10.--PUBLIC IMPROVEMENTS

     
13-1055a.   Sanitary interceptor or main storm sewers or drains in
first-class cities; expenses and plans for construction; bids.

Whenever the governing body of any city of the first class shall
determine that it is necessary to build and construct one or more main
sanitary interceptor sewers or one or more main storm water sewers or
drains for the purpose of carrying off storm water from the streets, avenues
and alleys of such city, it may by ordinance order and provide for such
main sewers or drains to be constructed within the corporate limits of such
city or outside of but within five (5) miles of such corporate limits and
in such ordinance shall designate where such main sewers or drains shall
commence and outline the same to the point or points of outlet or escape.
The governing body of such city shall be the sole judge of whether any
sanitary sewer is a main sanitary interceptor sewer or any storm water
sewer or drain is a main storm water sewer or drain for the purposes of
this act. The building and construction of main sewers or drains shall be
at the expense of the city at large and shall be upon plans and
specifications of the city engineer or engineers employed by the city, and
may be built by the city or let to the lowest responsible bidder, as the
governing body shall deem best.
