Article 10.--PUBLIC IMPROVEMENTS

      13-1055a.   Sanitary interceptor or main storm sewers or drains infirst-class cities; expenses and plans for construction; bids.Whenever the governing body of any city of the first class shalldetermine that it is necessary to build and construct one or more mainsanitary interceptor sewers or one or more main storm water sewers ordrains for the purpose of carrying off storm water from the streets, avenuesand alleys of such city, it may by ordinance order and provide for suchmain sewers or drains to be constructed within the corporate limits of suchcity or outside of but within five (5) miles of such corporate limits andin such ordinance shall designate where such main sewers or drains shallcommence and outline the same to the point or points of outlet or escape.The governing body of such city shall be the sole judge of whether anysanitary sewer is a main sanitary interceptor sewer or any storm watersewer or drain is a main storm water sewer or drain for the purposes ofthis act. The building and construction of main sewers or drains shall beat the expense of the city at large and shall be upon plans andspecifications of the city engineer or engineers employed by the city, andmay be built by the city or let to the lowest responsible bidder, as thegoverning body shall deem best.
