13-1057b.   Cities less than 11,500 and cities between 17,500 and25,000; storm sewers or drains.Whenever the governing body of any city of the first class having apopulation of less than 11,500, or any city of the first class having apopulation of more than 17,500 and less than 25,000, shall determine thatit is necessary to build and construct a storm sewer or drain or sewers ordrains for the purpose of carrying off storm water from the streets,avenues and alleys of such city, it may by ordinance order and provide forsuch storm sewer or drain or sewers or drains to be constructed, and itshall in such ordinance designate where such storm sewer or drain or sewersor drains shall commence and outline the same to the point or points ofoutlet or escape.
