Article 10.--PUBLIC IMPROVEMENTS

     
13-1057e.   Same; powers of governing body.
For the purpose of making the improvements provided for in this act, the
governing body of such city of the first class shall be the sole judge of
the expediency of making said improvement and the issuance of said bonds in
payment therefor.
