13-1076.   Same; reservations.Such lease shall reserve to the city and the state of Kansas, or anyother superior governmental authority, the right to establish orreestablish harbor lines, and build and repair dikes along the water frontof such property, and said lease shall further provide that the lessee willat his or her own expense construct roads, streets, highways and drives onand across said levee property for the purpose of gaining access to theriver front, and said lease shall contain a further provision reserving tosaid city a strip of ground along said river front for public landing andthe erection thereon of public docks and wharfs, and the right to constructsewers, and to lay water and gas mains and conduits beneath the surface,and along, over and across said levee property, and shall further reserve tosaid city the right to erect poles for cables to carry electric current andfor telephone and telegraph wires.
