13-10,123. Cities between 120,000 and 200,000; repair of pavedstreets; cost estimate.Whenever the governing body of any city of the first class having apopulation of more than one hundred twenty thousand (120,000) and less thantwo hundred thousand (200,000) shall determine by resolution the necessityto repair the paved streets of such city or any portions thereof which havebecome damaged to such an extent that passage thereover is difficult anddangerous, then it shall cause to be made by the city engineer or somecompetent person an estimate under oath of the cost of the improvements socontemplated. The governing body shall at its first regular meeting afterthe filing of such estimate determine the reasonableness thereof andwhether the improvements contemplated shall be made. If such estimate isapproved, then the governing body may cause such improvements to be made atthe general expense of the city.
