13-10,128.   Storm drainage districts in cities between 100,000 and150,000 and in cities in urban area counties.The governing body of any city of the first class having a population ofmore than one hundred thousand (100,000) and less than one hundred fiftythousand (150,000), and the governing body of any city located in a countywhich has been designated as an "urban area" under the constitution of thestate, may provide for the creation of storm drainage districts under theprovisions of this act.
