13-10,130.   Same; establishment of program; costs, how paid.Whenever a storm drainage district has been created under the provisionsof this act, the governing body of the city shall establish a program forthe construction, reconstruction, repair and maintenance of storm sewersand drains for the purpose of carrying off storm water from such districtand for the purpose of paying the costs therof, the governing body of suchcity may levy a tax and may issue bonds of the city in the mannerhereinafter provided or may pay such portion of the cost of any improvementfrom other funds of the city which may be properly used for such purpose,as the governing body may determine.
