13-10,132.   Same; tax levies.The governing body of any city creating a storm drainage district underthe provisions of this act is hereby authorized to levy an annual tax ofnot to exceed three (3) mills upon all of the property located within thedistrict for the purpose of providing funds for the payment of the costs ofconstructing, reconstructing, repairing and maintaining storm sewers anddrains within such district.
