13-10,133. Same; bonds; protest petition; electionprovisions.The governing body of any city which has created a storm drainagedistrict under the provisions of this act may issuegeneral obligation bonds of the city or bonds payable by a tax levyagainst property located within such district to pay the cost ofconstructing storm sewers and drains within such districts. Such bondsmay either be paid by the watershed district or by the city at large orby a combination thereof. Before any bonds areissued, the governing body of the city shall cause tobe published once each week for two consecutive weeks in theofficial city newspaper a notice of its intention to cause theimprovement to be made and to issue bonds of the city to pay the coststhereof. The notice shall describe the improvement proposed to be made and theamount ofbonds proposed to be issued. Such bonds may be issued and theimprovement made unless a petition requesting an election upon theissuance of such bonds is filed in accordance with this section. Such petitionshall be signed by electors equal in number to not lessthan 10% of the electors who voted at the last precedingregular city election as shown by the poll books and shall befiled in the officeof the city clerk within 20 days following the last publicationof such resolution. If a sufficient petition is filed withinthe time provided, no such bonds shall be issued until the governingbody of the city shall have submitted the question to and received theapproval of a majority of the electors voting on the proposition at anelection called and held for such purpose.
Any election called and held and any bonds issued under theprovisions of this section shall be in the manner provided by thegeneral bond law.
