Article 12.--PUBLIC UTILITIES

      13-1209.   Purchase, construction or extension of waterworks;jurisdiction of city over grounds.Any city of the first class in the state of Kansas shall have full powerand authority to purchase, construct or extend waterworks for the purposeof supplying such city and its inhabitants with water, and may maintain,operate and regulate the same, and prescribe the rates at which water shallbe furnished; and any such city may acquire, by purchase or appropriateproceedings in condemnation, all grounds deemed necessary either within orwithout the city upon which to erect such works, and upon which to laypipes and mains for the purpose of conveying water to consumers; and forthe purpose of protecting, maintaining and operating such works, any suchcity shall have the same jurisdiction over any grounds acquired outside ofthe city for such purposes, as if such grounds were within the city.
