13-1214.   Same; ordinance.When the governing body of any city of the first class having apopulation of more than fifty thousand shall desire to procure authority toissue bonds under the provisions of this act, said governing body shallpass an ordinance providing for the calling and holding of an election forthe submission of such question to the electors of said city, whichelection shall be held as provided by law.
