13-1221a.   Same; ratification of prior appointments.The appointment of any member of the board of public utilities madeprior to the effective date of this act by a number of members remainingon said board which was less than that necessary to constitute a quorumas provided for in K.S.A. 13-1222, is hereby ratified and affirmed.
