Article 12.--PUBLIC UTILITIES

      13-1226.   Same; how appointments made; legal services to be providedby city attorney's office.Except for attorneys, the board of public utilities shall make all appointmentsand hire allofficers, agents, servants and employees in the waterworks andelectric-light plant and fix their compensation and determine theirqualification, and shall have regard alone to relative capacity ofapplicants, their moral, physical and health qualifications, and whenappropriate, their qualifications for manual labor. All appointmentsshall be made on the basis of their merit alone, and no appointmentshall ever be made on account of political services or affiliations.Such officers, agents, servants and employees shall serve at the pleasureof the board. The board shall have no power to retain or pay attorneys or obtain legalservices except as herein provided. All legal services needed by the boardshall be provided by the city attorney's office. The cost of such servicesshall be paid by the city treasurer acting in the capacity of ex officiotreasurer of the board from funds of the board upon presentation of vouchersor warrants authorized by the city commission.
