Article 12.--PUBLIC UTILITIES

      13-1231.   Same; bonds; election.In case the board of public utilities shall deem it necessary andexpedient to vote general obligation bonds for the construction, extensionor improvementof the water plant and/or the electric-light plant for the purpose ofproducing and supplying such city and its inhabitants with water and/orelectricity it shall be the duty of the mayor of such city, withinthirty days after receiving written request from the board, to issue a proclamationfor holding an election to vote such general obligation bonds in the amount requestedby the board and agreed to by the city.

      If a majority of the votes cast at such election shall be in favor ofthe issuance of such bonds the governing body of such city may issueand sell such bonds in such amounts and at such time or times as are needed,the proceedsthereof to bedelivered to the treasurer of the board. Theelection provided for in this section shall be held in accordance withthe general obligation bond election laws of the state of Kansas, and the cost thereof,if held on dates other than the regular city elections, shall be paid bythe board.
