13-1234b.   Bonds for street lighting and traffic signals in certain firstclass cities.The governing body of any city of the first class owning an electric lightor waterworks plant, which electric light or waterworks plant is managedand operated by a board of public utilities, is hereby authorized to issuegeneral improvement bonds of such city for the purpose of purchasing equipmentand material for modern street lighting and traffic lights or signals for such city.
