13-1249.   Same; rules and regulations.The governing body of any municipality having a population of over120,000 and owning and operating a public utility or utilities, or anyboard of public utilities or managing board having the management andcontrol of such utility or utilities, is hereby empowered to adopt suchrules and regulations as they shall deem necessary to carry out the intentand purpose of this act.
