13-1250c.   Same; agreements.Any agreement or agreements necessary to provide for and carry out theprovisions of this act may be made by the governing body of anymunicipality having a population of over one hundred twenty thousand(120,000) and owning and operating a public utility or utilities, or anyboard of public utilities or managing board having the management andcontrol of such utility or utilities, or by the state.
