Article 12.--PUBLIC UTILITIES

      13-1260.   Same; issuance of bonds; duties of city officers; election; expenses.In municipalities of the class provided for herein, if the water andlight plants thereof are under the control and management of a board ofpublic utilities as provided by law, when three-fifths of the board shalldeem it necessary and expedient that revenuebonds be issued for any of the purposes provided for herein, it shall bethe duty of the governing body of such city within ten days afterreceiving written request from the board to takethe necessary steps to determine the necessity for the issuance of suchrevenue bonds and thegoverning body of such city may issue and sell such bonds as it determinesnecessary, the proceeds thereof to bedelivered to the treasurer of the board of public utilities.

      Where it is necessary to hold an electionto submit the question of the issuing of such revenue bonds to thequalified electors of the municipality, such elections shall be held inaccordance with the provisions herein and the general obligation bondelection laws ofthe state of Kansas where applicable, and the cost thereof, if held ondates other than the dates of the regular city election, or generalelection, shall be paid by the board.
