13-1271.   Same; transfer of funds; limitation.In the cities herein designated, owning an electric-light plant andmunicipal water plant, where the utility or utilities are free and clearof general obligation bonded indebtedness, or where deposits in their appropriatesinkingfunds have been made as provided in K.S.A. 13-1270, and amendments thereto,the governing bodiesof the cities or the board of public utilities at the direction of the cityshall, on the first business day of each fiscal year, transfer tothe funds to be used for governmental functions of such cities, not lessthan four percent nor more than fifteen percent of the gross operatingrevenue of their public utilities hereinbefore designated, for the yearimmediately prior to the preceding fiscal year.
