Article 13a.--MUNICIPAL UNIVERSITIES

      13-13a06.   Board members appointed by governor; terms of office.(a) On the effective date of this act, the governor shall appoint two membersof the board of regents as successors to two of the members who were appointedby the board of education of the school district in which the municipaluniversity is located prior to the effective date of this act. The termof the member appointed to serve for a term expiring June 30, 1982, shallexpire on the effective date of this act. The successor member shall servefor a term expiring June 30, 1983. The successor member to the member whoseterm expired June 30, 1981, shall serve for a term expiring June 30, 1984. The terms of the members appointed by the board of education prior to theeffective date of this act to serve for terms expiring June 30, 1983, andJune 30, 1984, respectively, shall expire June 30, 1982. On July 1, 1982,the governor shall appoint one successor member to serve for a term expiringJune 30, 1986. The regent position held by the other member shall lapse. Upon the expiration of the terms of the three members first appointed bythe governor after the effective date of this act, each successor member shall be appointed and hold office for a term of four years anduntil a successor has been appointed and qualified.

      (b)   Whenever the taxing district of the municipal university hasbeen extended to include the entire territory of the county in which theuniversity is located, the board of county commissioners shall meet andappoint one member to the board of regents of the municipal university toserve for a term of four years. Upon the expiration of the term of the firstmember appointed by the governor, the board of county commissioners shallmeet and appoint a successor thereto. Such succeeding member shall be appointedfor a term of four years.Upon the expiration of the terms of the remaining members, succeedingmembers shall be appointed for a term of four years and until asuccessor has been duly appointed and qualified.
